Meet the Director and Team — Emergency Medicine Residency at St. Rita's Medical Center

Welcome from the Program Director

Thank you for your interest in the Emergency Medicine Residency Program at Mercy Health – St Rita’s Medical Center. This program operates as a vital part of the region’s largest Level II trauma center as well as multiple regional specialty care centers, serving a population of more than half a million individuals in the surrounding 10 counties. We provide state‐of‐the‐art, evidence‐based care across our broad range of specialties and provide exposure to a diverse patient population. With nearly 200,000 patients cared for last year in the hospital, 57,250 in the emergency department and an acuity that allows admissions of close to 25 percent of the patients visiting the emergency department.

St. Rita’s Medical Center was built more than 100 years ago, during the 1918 flu pandemic as an institution that would provide compassionate medical care to this community and has led innovation in patient care ever since. More than 100 years after its inception and during the COVID‐19 pandemic, St. Rita’s Medical Center became a graduate medical education institution following its tradition of advancing science and medical care. The Mercy Health – St. Rita’s Medical Center Emergency Medicine Residency Program started its history in 2019 after accreditation as a new residency program in a community with traditionally limited access to emergency medicine. In the few years since inception, our residency program has produced an innovative approach to emergency care, scholarship and education in the region and continues to lead the education of young physicians in the region. 

You will be assisted by a highly proficient staff of nurses, clinical pharmacists, care managers and supportive therapies as well as our highly dedicated attending physician faculty staff. Interaction across our multiple residencies will promote a “fellowship of learning” as well. This program is designed to allow any resident to pursue their desired career path, whether this may include community emergency medicine, academic emergency medicine, research or fellowship training. Opportunities to function as a medical educator and full member of hospital committees are afforded, providing valuable experience for your future practice. Pursuit of research interests and quality improvement projects is encouraged, with medical and statistical support available through our academic affiliations.

As program director your success is my goal. Our doors are always open, and I look forward to receiving the feedback from our residents to further improve our program. Although our goal is to help you become a top‐notch emergency medicine physician and a leader in emergency medicine, our program appreciates the need for work‐life balance and time for family as well as personal interests. For that purpose, wellness is designed into our curriculum, and we encourage involvement in community activities as you may desire. It is my hope that many of our graduates may remain in or return to our facility as physician leaders to promote ongoing excellence of care in perpetuity for our community or in exchange, proudly represent our program highly in any setting of emergency medicine practice anywhere in the world. David Toro, MD, FACEP, FAAEM, FAWM | Program Director

Medical School: CES University, Colombia
Residency: New York Medical College – Metropolitan Hospital Center
Fellowship: Wilderness Medical Society, ACEP teaching fellow

Dr. Toro has worked in medical education most of his career. His prior and current appointments include associate residency director, clerkship director, program director, director of simulation, director of faculty development, director of remediation and has been a clinical educator for both graduate and undergraduate medical education at multiple medical schools. Dr. Toro has been recipient of local, regional, national and international teaching awards, including the SAEM-CDEM’s Young Educator of the Year Award and CES University’s outstanding alumnus award on international achievement.

 
James Chan, MD, PhD, RDMS, FACEP | Assistant Program Director

Medical School: The Ohio State University College of Medicine
Residency: Wexner Medical Center

Dr. Chan is on the Board of Governors as well as the immediate past president of the Douglas A. Rund EM Alumni Society. Prior to entering medical school, Dr. Chan obtained his PhD in electrical engineering and computer sciences. He has been involved in medical education since 2009, primarily as an ultrasound specialist. He received the Research Excellence Award from OSU Department of Emergency in 2012. Professionally, he has served as facility medical director at Wilson Health in Sidney, Ohio and Clinton Memorial Hospital in Wilmington, Ohio
